Yes, it is perfectly safe to offload apps and a good method of saving space. Offloading an app only deletes an app, but retains your data. And then, once you reinstall it at a later date and time, everything is still there. This is helpful when managing what are Applications on iPhone storage, especially when storage is low. It is a simple ruse that will help get rid of clutter yet not losing anything significant.
